Site Collection Admin Can't Delete or modify Site

The SharePoint farm
administrator or site collection administrator can't do any changes in the site
still has full permissions.
Issue: The site is locked.
Solution: Go into Central Admin unlock the site.
Application
Management->Site Collection Quotas and Locks->Choose the site and then
pick Not locked->Click on OK
